Job Description

The Energy Commission seeks a results-oriented individual for the positions of:

a) ELECTRICAL ENGINEER

The person will be required to:
    Plan and implement programmes and activities within the framework of the Energy Commission Act, Act 541, 1997
    Process license applications in liaison with the appropriate officers.
    Maintain an accurate register of licenses.
    Maintain an accurate register of energy service providers in accordance with Energy Commission Act 1997, Act 541.
    Assist the Chief Inspector to monitor the compliance of power utilities of the regulatory framework for power service providers in terms of licensing, codes of practice, standard of performance rules and classification of bulk power consumers and propose recommendations.
    Liaise with PPM&E to commission research or surveys into the development and utilisation of power to promote energy efficiency as well as improve upon the technical rules of practice and standards of performance.
    Promote and ensure uniform rules of practice and standards of performance for the transmission, wholesale supply, distribution and sale of electricity.
    Coordinate the activities of the secretariat for the Electricity Technical Committee.
    Initiate for the consideration of the Commission policy options relating to the power sector.

Required Skills or Experience
Qualification

    Masters degree in Electrical Engineering or first degree in Electrical Engineering plus a Masters degree in another engineering-related field.
    6-8 years relevant experience in power development or operations.
    MBA will be an added advantage.

Skill Requirements
    Computer literacy and excellent knowledge and skills in the use of Microsoft Office.
    Technical expertise in the field of Electricity, Renewable Energy Technologies, Natural Gas, Energy Planning and Energy Policy.
    Good knowledge of the role of other regulators in the sector.
    A strong coordination capacity to inspire teams to complete challenging tasks.
    Be influential, confident and amiable.
    Have creative thinking and problem solving skills.
    Ability to produce reports without the assistance of secretaries or typists.
    Excellent interpersonal skills and drive to deliver.
    Ability to communicate at the most senior level.

Job Description

Object of the Position:

To provide overall leadership, vision, strategic direction and supervision of the operations of the Agency.

Provide strategic direction for the work of the Agency subject to general directives of the board
Carry out day-to-day administration and management of the Agency
Ensure the implementation of the decisions of the board
Propose policies relating to the strategic direction of the Agency for the Board's consideration
Enforce the rules, regulations and procedures prescribe by the World Meteorological Agency
Advice the Board on the management of the National Meteorological Fund
Serve as the Permanent Representative of Ghana at the World Meteorological Organization
Faster and promote cooperation and relationship between the Agency and the relevant national and international organizations
Submit annual and other periodic reports on the activities and operations of the agency to the Board
Manage the resources (financial, personnel, logistics and equipment) of the Agency for optimum performance

Required Skills or Experience

A minimum of a Master's Degree in Meteorology or Climate Science from a recognized University
A minimum of twelve (12) years post qualification relevant work experience with extensive research work in climatology, five (5) years of which must be in a senior management position in a reputable institution
An MBA or MPA would be an added advantage
Strong managerial and organizational skills
Ability to think broadly and demonstration of creativity
Good leadership and decision making skills
Strong administrative and supervisory skills
Good team player
Excellent communication, analytical and interpersonal skills
Proficiency in computer application
Conversant with financial Administration Act, the Public Procurement Act and the Internal Audit Agency
Conversant with current policies and regulations of the World Meteorological Organisation

    Qualified candidates must have prior consulting experience, a minimum of a Bachelors degree, and experience with all of the following:
    At least 2 years experience in SOA (Service Oriented Architecture) and Web Services. Candidate would have been a tenured technologist on multiple successful SOA implementations. This position requires a good implementation awareness of the SOA; having proven track record of implementations using the SOA technology stack.
    Solid Quality Assurance experience including test plan design and execution including building test assets and results analysis.  Testing experience must include a solid understanding of all stages of software quality assurance including black box testing, gray box, white box testing, performance, stress and load testing, requirements analysis, test planning, reporting/control and root cause analysis.
    Proven repeated experience in developing, implementing, and managing load, performance, stress, and capacity testing strategies in complex enterprise environments including integrated applications using EAI tools.
    Proven experience in multiple environments with designing/programming skills with strong Object Oriented skills using some of the open architecture standards such as XPDL, BPEL, UML, Servlets, SOAP, WSDL, JSPs, JDBC, SQL, JNDI, XML, HTML and J2EE best practices, development principles.  Optional and very useful experience in ESB software (e.g., WebSphere, TIBCO BusinessWorks, BEA WebMethods) is recommended.  Proven and Strong Java development experience is required.
    Proven results with system, regression and user acceptance testing, familiarity with testing tools to include functional automation tools and test case management and defect management tools.
    Experience identifying and documenting the requirements with clients so strong verbal, written communication, interpersonal, and customer relationship skills are required.
    Additionally, the following education/experience is strongly preferred: Bachelor's Degree or Graduate Degree in Computer Science, or related fields.
    5 years of consulting/solution delivery, preferably playing a diverse set of roles (e.g. technical consulting, engineer)
